Ramil Callar, 38 years old, has filed a formal complaint before the Investigation Section of the Negros Occidental Provincial Police Office (NOPPO) against four policemen of Isabela town for allegedly mauling him on the evening of January 1.
Callar identified the four only as Marasilla, Ellera, Caduhada and Miranda. He said the four cops were all in uniform and were under the influence of liquor when they arrived in his restaurant.
A customer reportedly complained to Callar because allegedly the barrel of an M16 rifle of one of the policemen which was placed on the chair was pointing to him.
Callar said he told the policeman to change the position of the firearm because the customer expressed fear of accidental firing.
One of the cops however was purportedly irked by the remarks and an argument reportedly ensued.
"The cops handcuffed him and dragged him from the plaza to the police station. There they mauled him", said Jonalyn, wife of Callar
She said that she and her mother-in-law proceeded to the police station. They said they found Callar bleeding and was only wearing his underwear.
Senior Inspector Romeo Leyte, Isabela police chief, however denied the allegations that the four policemen were drunk.
He said that the four cops went to the area to respond to complaints that Callar was drunk and he was creating trouble.
"We were on full alert that time. No policemen were allowed to go out on field unless they respond to calls," Leyte said.
The investigation section of Negros Occidental police is now investigating the complaint.
